Workforce Allocation Effectiveness and Individual Capability Influence Performance: Mediated by Information System

Abstract

Public sector performance remains a critical concern as governments strive to enhance efficiency,

transparency, and service quality in increasingly complex administrative environments. This

study aims to examine the influence of workforce allocation effectiveness and individual

capability on employee performance, with information systems as a mediating variable in the

Jember Transportation Agency. A quantitative approach with an explanatory design was

employed, involving 202 respondents selected from a population of 406 employees using the

Slovin formula. Data were collected through a structured questionnaire using a five-point Likert

scale and analyzed using Structural Equation Modeling with the Partial Least Squares approach.

The results indicate that workforce allocation effectiveness and individual capability have positive

and significant effects on employee performance, both directly and indirectly. Information

systems were found to play a dominant role, not only directly influencing performance but also

strengthening the relationship between workforce-related factors and performance outcomes. The

findings suggest that the integration of effective workforce management practices and well-

utilized information systems is essential for improving organizational performance. This study

contributes by providing a more comprehensive understanding of the interplay between workforce

dynamics and digital systems in the public sector. The practical implication highlights the need

for organizations to align workforce allocation effectiveness, individual capability development,

and information system implementation to achieve optimal performance outcomes.
